West Virginia Car Insurance Coverage and Rates

John Denver painted a picture of West Virginia:  Blue Ridge Mountains, Shenandoah River.

Let us paint you a picture of car insurance in West Virginia, especially when it comes to rates and insurance coverage.

– West Virginia Car Culture

If you are not from West Virginia, the only way you may know about it is from John Denver and his singing about “country roads”.

West Virginians know that they have public transportation which services 32 of the 55 counties. But West Virginians mainly rely on their cars to get them from Point A to Point B. Their cars are their lifeline.

Fun fact:  Antifreeze was invented in West Virginia’s “Chemical Valley” because of the cold driving conditions.

– West Virginia Minimum Coverage

An organization known as the Insurance Information Institute says that West Virginia ranks 32nd in the nation for people who are not insured. This puts it between the states of Montana and Oklahoma. About 10 percent of the entire state of West Virginia is driving without car insurance.

And because most people have to rely on their cars to get between the state’s 3,100 towns, car insurance is a must-have!

At the minimum, you need liability insurance. Liability insurance covers you in the event you are in an accident and there is bodily injuries or property damage. It pays all the individuals involved.

West Virginia is an at-fault state. This means that the person who was at fault in the accident is the one who has to pay for any damage or injuries sustained.

In West Virginia, you have to carry at least the minimum amount of insurance:

  • $25,000 for injuries to one person.
  • $50,000 for injuries to more than one person.
  • $25,000 for property damage.

This minimum liability coverage is known as 25/50/25.

If stopped by a police officer, he or she will also accept an electronic copy of your insurance card.

If you’re not techno-savvy, that is okay, but proof of insurance is required to be in your car at ALL times in the state of West Virginia, by law.

– Required Forms of Financial Responsibility in West Virginia

In West Virginia, your insurance also doubles as your proof of financial responsibility.

How’s that for convenience?

– Premiums as Percentage of Income in West Virginia

First off, you will want to know what the term disposable personal income means.

That is the amount you have left to spend after you have taken care of your necessary expenses and after taxes have been paid.

Over the course of three years, from 2012 to 2014, West Virginians, in terms of disposable income, has stayed steadily in the range of $31,000 to $32,000. This is $10,000 less than its sister state, Virginia.

CalculatorPro

American Consumer Credit Counseling suggests saving 20 percent of every paycheck. Use the calculator, Calculator Pro, above to find out how much DPI you would have each month, and then times that amount by 20 percent to know how much you would need to save each month.

– Core Coverage

Core Car Insurance Coverage Costs in West Virginia
Liability $491.83
Collision $329.67
Comprehensive $204.28
Combined $1,025.78

The above table illustrates the most recent data provided by the National Association of Insurance Commissioners as of the year 2015. Rates in 2019 will be a bit higher.

West Virginia, like every other state, has minimum requirements for liability coverage. However, experts suggest purchasing more than the minimum coverage in at-fault states.

– Additional Liability

The data from the table below is from the National Association of Insurance Commissioners and spans the course of three years (from 2012-2014).

Additional Liability Coverage in West Virginia 2012 2013 2014
Medical Payments (Med Pay) 73% 66% 67%
Uninsured/Underinsured 58% 57% 54%

A loss ratio means that a company is paying out a certain number, or percentage of claims. If a company’s loss ratio is over 100 percent, the company is losing money. If the loss ratio is too low, the company is not paying claims.

Uninsured/underinsured motorist coverage and Medical Pay (Med Pay) is optional in West Virginia.

About 10 percent of the state does not carry auto insurance.

Remember:  it is important to be insured. If you can afford more insurance, carrying more than the mandatory minimum requirement is recommended.

– Add-ons, Endorsements, and Riders

Getting complete coverage at an affordable price is your main goal when it comes to car insurance, right?

Good news: there are lots of powerful but cheap extras you can add to your policy.

Here’s a list of useful coverage available to you in West Virginia

– West Virginia Automobile Insurance Plan

The West Virginia Auto Insurance Plan helps provide insurance to high-risk drivers who cannot get auto insurance through the usual channels or have a hard time finding it on their own.

While the WVAIP helps you if you are having trouble finding auto insurance, what you might consider more of trouble is the unfair prices for car insurance.

– Demographic Rates – Male vs. Female vs. Age

There is a myth that men pay more for car insurance. In some states, however, this is not a myth.

The chart below shows the states where women and men pay more for car insurance. The states in gray are not allowed to factor gender into car insurance pricing. The states in light blue are where women pay more for car insurance, and the states in dark blue are where men pay more for car insurance. West Virginia is a state where men pay more, for the most part.

Governor Jim Justice signed Senate Bill 386 into law in 2017. With this, West Virginia became the 29th state to decriminalize marijuana for medical purposes such as cancer, Parkinson’s, HIV/AIDS, sickle anemia, and multiple sclerosis.

While West Virginia legalized medical marijuana, recreational use of marijuana is illegal in West Virginia.

If you are found to be driving under the influence of three nanograms of marijuana per se (which means that even if it looks like you are under the influence, the officer has a right to stop you), you will be penalized.

But what if you need marijuana for medical purposes?

The West Virginia Cannabis Commission, set up by Senator Richard Ojeda, will work on the regulatory framework. Marijuana ID cards will be released soon (on July 1, 2019). Until then, take care, as you still might be charged for driving under the influence.

On a blog maintained by lawyers Tiano and O’Dell, West Virginia “has some of the strictest mobile device driving laws in the country.”

The laws in place seem to be working, according to the West Virginia DMV:

…in 2015 [the DMV stated] that the 2013 distracted driving laws had led to a significant 18 percent decrease in driver fatalities across West Virginia over the 2014 calendar year.

– Teen Drinking and Driving

The Pacific Institute for Research and Evaluation (PIRE), found some alarming statistics when it came to underage drinking.

  • Underage drinking cost West Virginians $0.3 billion dollars in terms of medical care, pain/suffering, and work lost.
  • Youth violence attributed to alcohol cost the state $187.8 million dollars.
  • In 2012, 54 youths aged 12-20 were admitted for alcohol treatment in West Virginia. This accounted for 5 percent of all treatment admissions in the state.

Also, when it came to teens in grades nine through twelve, the same study from PIRE found the following:

  • Approximately 64,000 underage customers drink each year in West Virginia.
  • 20.6 percent had their first drink of alcohol, other than a few sips, before age 13.
  • 37.1 percent had at least one drink of alcohol on one or more occasions in the past 30 days.
  • 24.4 percent had five or more drinks of alcohol in a row (binge drinking) in the past 30 days.

When it comes to other statistics due to underage drinking:

  • 1.1 deaths per 100,000 residents. This is under the national average of 1.2, but not by much.
  • 11 DWI arrests in the under 21 group, which makes West Virginia 44th in the nation when it comes to these types of arrests.

They may not seem as alarming, but just because the numbers are low does not mean that there’s not a problem.

Make sure you talk to your children about the dangers of drinking and driving.

– EMS Response Time:  Rural vs. Urban

  Time of Crash to EMS

to Hospital Arrival
Time of Crash to Hospital
Arrival
Total Fatal Crashes
Rural 9 minutes 16 minutes 40 minutes 55 minutes 159
Urban 5 minutes 10 minutes 29 minutes 42 minutes 90

The response times in both rural and urban areas are good.

Both areas take under an hour from the time of the crash to hospital arrival.

– Transportation

If you live in New Mexico, most likely you live in an overwhelmingly two-car household, drive alone to work, and spend very little time commuting!

The information that follows is from Data USA.

– Car Ownership

Most people in West Virginia live in a two-car household.

– Commute Time

With an average commute time of 24.4 minutes, West Virginia is a hair under the national average of 25.2 minutes.

3.3 percent of West Virginians report a super-commute, which is spending 90 minutes or more of your time commuting.

– Commuter Transportation

81.6 percent of the workforce report driving in to work alone. 9.2 percent carpool, and 3.98 percent work at home.

– Traffic Congestion in West Virginia

When it comes to the major lists:  the INRIX traffic scorecard, the TomTom Index, and the Numbeo Index, no cities in West Virginia make the list.

So does that mean West Virginians don’t have to deal with traffic congestion?

Are these truly country roads?
